This is a VMAC45 Hammer Pin.  It is used to retain the VMAC45 Hammer.  Its made from 4140 Steal and has a manganese phosphate finished IAW 5.3.1.2 of Mil-STD-171, the U. S. governments recommended protective finish for steel.
